Members:
Thank you for
your letter of June 26, 2003, concerning the fourth crewmember now
temporarily being used at the ferry.
As you are aware,
the Washington State Auditor's office had, for at least the last 3
separate audit cycles, issued "Findings" concerning the
ferry. It is the Board of County Commissioners' longstanding policy
to eliminate any and all "Findings" issued against the County.
The solution now temporarily in place that utilizes a 4th crewman
has successfully eliminated the State Auditor's concerns regarding
the cash handling and ticketing issues at the ferry.
Notwithstanding
the above, I share your concerns regarding the proper operation of
the Guemes Island Ferry System. This, among other reasons, is why
the Board of County Commissioners set up the Task Force. In addition
to a complete review of the fares and schedule, I believe that the
Task Force process will allow for a comprehensive study of the 4th
crewman issue.
Please be assured
that until the issue is resolved, the fourth crewmember is a temporary
solution to meeting the State Auditor's finding. I am confident in
the work being performed by the Task Force, and expect the issue of
the 4th crewman to be resolved based upon recommendations that will
be forthcoming.
